replacement suspension forks on rockhopper

Hello wheels of wisdom,
My good pal and touring buddy would (under my encouragement)  like to upgrade his steel frame full sus- 90s Specialized Rockhopper to a tourer. Its a good frame, that fits his lanky 6 foot three inches.
If we put the thorn replacement rigid forks on the RH frame, would the top bar and steerer column head, drop by around 4 or 5 inches?
Is this OK?  I take it there is no such thing as spacers to go under the steerer column to keep the top bar level?
Do we just go for a lower top bar with 4 or 5 inches of spacers to top of head set?
I await your instructions.
