Hello I am considering using my Carradice front panniers as rear bags on my Thorn expedition rack, but the inserts only cover 8 and 11 mm tubes and the Thorn rack (as well as my Tubus racks) is 10mm.

The panniers rattle around a lot and I can't work out how to stop it.

I added some plastic Tubus rack protectors but it's now too wide for the 11mm insert.

Any help would be greatly appreciated!

Perhaps try sliding the rack ‘hangers’ fw/bw so as they butt up against the rack’s cross bars? Works for my Super Cs on Thorn Expedition rear racks.

The 8mm is obviously too small, but if you use the 11mm brackets on a 10mm tube then a couple of wraps of PVC tape around the tube should take up any play.   Once applied, if you heat the tape with a hot air gun it sticks better and a soldering iron run quickly across the free end seals the end of the tape.

There's a few styles of Carradice front panniers and even the same models have had a variety of fixings over the years so there may be an answer ideal to yours that will be missed without knowing the specifics.
On several panniers and racks, I've followed the advice as above, first as in4 says make sure the panniers have minimal movement on the rack, then like Andyb1 some tape to build the rack up a bit, which also protects it.  Any tape will do, within reason, it doesn't have to last a lifetime, it's a quick job to replace it when it gets scruffy.  I've used insulation tape and duct tape in the past, both were fine.  I now have some helicopter tape which is even better, I had a bit left over from some frame protecting, I wouldn't have bought it specifically.
If they're still rattling, or you're doing a lot of rough-stuff, or you just want more security, you can add more hooks.  If your fitting system is the one with aluminium channel it's easy to add hooks or the securing clips:

You beat me to the suggestion of plastic tape.  I used to use that, but did not do the heat gun trick.

I am in USA, it is easy to buy clear plastic hose in hardware stores here that is 3/8 inch ID and 1/2 inch OD.  I have used that, slit lengthwise so that I could put that on the rack tubing to prevent chafing.  If I recall correctly it fit snugly with my Carradry panniers without any inserts.  Photo is of one pannier on my Tubus Logo EVO, and on the other side of the rack you can see I have the clear plastic tubing with some zip ties and PVC tape holding the tubing in place.  Unfortunately you can't see the upper hooks in the photo.

My purpose of the photo had nothing to do with the plastic hose, I had to fabricate my own lower hook because the Carridry lower rail for the lower hook was in exactly the worst possible place for the Carradice hook to function with the Tubus rack, thus I made a hook out of aluminum bar stock, put some inner tube rubber over the hook to use instead of the Carridice hook.
