The article in Bicycling (http://bicycling.com/blogs/thehub/2013/06/18/robo-valet-for-your-bike/) says "According to Danny Choo, who starred in the video above, the automated service runs cyclists around 1,800 Yen, or about $19, per month".

So it's reserved parking for office workers, or people who live in nearby apartments, not casual parking for tourists and drop-ins. $19 a month is pretty cheap, considering how expensive real estate is in Japan.
