DIY Accessory Bar?

I'd like a way of mounting my sleeping bag on the front of my bike, "bikepacking" style, and to avoid squashing the brake and gear cables in front of the handlebars I'd need to mount it forward of the bars a little.

I saw the Thorn accessory bar which mounts on the fork steerer in place of a spacer https://www.sjscycles.co.uk/accessories/thorn-accessory-bar-mk1-t-shaped-105-mm-extension-222-mm-0-deg-black-anodized/ and had an idea.

I have a selection of spare stems and flat/low rise bars which I could use to make something similar, mounted below my actual handlebars, and I'd have the option of a wider bar as I could cut an old set of bars to whatever length I wanted. I could then attach my sleeping bag to that.

Has anyone done this? I had a quick google but couldn't find any photos of what I'm thinking of.
