I'm a little put off on principle by the plastic shelves and ratchet-tighting nylon webbing, but I can't fairly judge because I haven't tested or used one myself. the Freeload racks might very well work nicely in practice.
Have you looked at the Steco racks? I started a thread on them some time ago, here:

Might be worth a look. One appealing idea is using one s a platform for a dry sack, thus replacing the handlebar bag and allowing the weight to ride a bit lower in the bargain. Even better, I like the idea of fastening a small day-pack (rucksack) to one. That would be ideal for off-bike excursions, grocery shopping away from the bike, or just as a quick snatch-and-grab with your basic essentials at hand when leaving the bike. Your back would stay nice and cool while cycling, 'cos the rack would carry it instead of you.
These racks have a proud history of carrying a *lot* of weight very ably. I saw any number of young men in The Netherlands using them to carry their girlfriends, so they are at least that strong. I saw some in use with the Tubus Duo, as well, which is generally similar to how the Thorn Low-Loaders fit.
