Here'bouts, this is a popular tactic among protesters and those displaying civil disobedience -- they u-lock themselves to fences and such. The police now carry bolt-cutters as standard equipment, clipping the fence and leaving the u-locks intact. The protestors either carry the keys or hand them off to their compatriots so they won't be readily found if frisked by police.
