A respray? Is it really 853 tubing? It looks just like mine, the older Raven Tour, with the twin-plate forks. My frame is 725 with 531 forks.

Not sure it matters, though.

Yes, it states in the listing "New paint job in gloss black".
I agree it looks to be a Raven Tour, I'd guess a size 512.
Not sure about tube set, I thought Thorn 969 Heat Treated tube set for the RT. The RST is 853 but neither the RST nor Raven have the seat tube pump peg, which this frame does.

You're right - 969 for the RT tube set, though I think the "969" refers to the butting rather than a Reynolds code. I don't know where I got 725 from! 

Judging from the head tube cluster the size looks like a 512L.

Yes that's right, the "969" refers to the butting. As the brochure says "To begin with, we designed and commissioned rugged, mega oversize THORN 969 frame tubes and stays. These are cold drawn and butted from seamless Japanese 4130 Cro-mo blanks and the tubes are then heat treated.  The resultant tubeset is “lightweight”, considering its great strength.  It is very stiff and very resilient... perfect for carrying heavy loads, perfect for long distance comfort.  This Thorn 969 tubeset is exclusive to our bikes. So not Reynolds tubing.
