Yes, they will have ended production.
Anything with a cut steerer will be a used bike. Other discounted bikes will be ex-demo or the stock they keep built up ready to sell, or just end of the line they want to shift.
If they have what you want in that range, they can be a good bargain, I was looking at one a while back, but I'd have changed a few things so it wouldn't have worked out such a great deal.
