I tried rack bags a long time ago, but didn't like them much.
Except for the custom ones I had on my old Moulton 16" wheelers and my Moulton TSR 20" wheeler (all donate or sold now). These were on much
wider racks than you find on most large wheel bikes, so were very stable.
For day rides on normal bikes, I prefer:
- old fashioned Carradice saddlebags (my favourite).
- one rear pannier. Works well for me, despite looking unbalanced.
- two front panniers, either on the low-loader at the front, or on the rear rack.
