No, its a jet, albeit a simple jet, rockets carry the oxidiser as part of the fuel load, jets get the oxidiser from the air. This machine looks to be burnimg gas from a propane cyclinder so will be using oxygen from the air.

It seems like a wonderful idea to add a rocket or jet engine to a touring bike. Imagine: the enjoyment of cycling across the countryside with the time-efficiency of aircraft travel.
However, I wonder if attaching a rocket or jet engine to my Nomad would void the frame warranty. I have carefully read the Nomad brochure, and Andy is very clear that attaching a kickstand will void the warranty, but surprisingly there is no mention of rockets or jets. Could this omission be a simple oversight? Or did Andy design the strong Nomad frame with rockets and jets in mind?
