Came across this set up on my trip in to Aberdeen City, today.
In fact, I saw it yesterday and didn't have my camera with me and couldn't believe my eyes.
Is someone having a joke or plain stupid?

Not too clever.
Down Edinburgh way there is a lot of concern about cycling with tram tracks, I'm glad I don't cycle into town unless it's essential.

Well maybe you need to ride a Fat Tyre Bike up north?
They are a little mad in the north! I got pulled up for speeding! 20 metres from open road speed zone asked my address in the UK ? WHICH I did not have because my boss in uk payed for places for me to stay and got tolled I was going to Jail for working up north with no fixed aboted ? (place to live)
I was lucky that they did not have a driver to drive a full tour Bus.
Home in NZ now :D

Round here a lot of the grates like that have in the past been stolen by metal thieves, leaving open gullies for others to fall into :o
Now replaced by plastic ones marked "non metallic" to help the literate but daft thief ::)
On the back of the rural road signs in aluminium replaced by plastic after theft it now says "no scrap value".
Watch how you go out there.

Humm, good question. Not sure I had seen a sign saying Aberdeen City but it must have been close. I was coming in from Inverurie, Aberdeenshire. Just a mile South of Dyce off the Formatine cycle path.

Over the bridge and to the very end of the Buchan and Formartine line, then towards Aberdeen?
The Don is the boundary there, so it will be city, in which case https://online.aberdeencity.gov.uk/services/faultreport/FaultReport.aspx?id=2 should do it.
I wouldn't expect them to do anything about it though...........

I have one like that near me. I complained to council workmen I found lifting it and received this frustrating answer: "That's how they're supposed to be, mate. See, the long side of the hole runs with the road, and the bars in the grate run only one direction, the same." You can't argue with such profound stupidity. So I clapped him on the shoulder and said, "Come to the door at Christmas. I have a rather nice Essence of Prussic Violente on order from Transylvania. I'll save a bottle for you." His mate said, "Me too?" I assured him they were both welcome to a bottle of the Prussic.
It's on a narrow road with speeding cars and trucks just before a bottleneck. Last year a schoolboy walking on the sidewalk was killed by a truck a couple of paces away. I now ride on the sidewalk there because even fat tires could go through the grating, and then it won't be only bone-breakages, you could go under a car or a truck and finite.
