'Round my parts, these are generally known as "H"-bars or "Loop"-bars; the Jones Loop is the most commonly known of the Loop type but looks different from this one. Koga offer one model that is very like the one pictured called the "Denham" handlebar, named after Australian bicycle adventurer Alee Denham.
