I am finding difficulty completely tightening two of the four chainring bolts on my Sterling. Once a certain tension is reached the threaded sleeve the bolt tightens into begins to turn with the bolt.What is the correct way to restrain the sleeve so the bolt can be tightened fully?

had the same problem a few years ago as a tempory solution i used some washers a permanent solution got the machine shop to grind the nuts down
