Suitable Raven frame size, 487L vs 461S

My wife's 487L Raven got stolen so now a 461S Raven Sport Tour has come up, but would not be able to try it out, so am interested in buying unseen.

The 487L was as she said " as big as she felt comfortable", as the standover only had about 15mm clearance. Not very much, and if she was at the front of the bike she was touching .  I also had to go for the shortest handlebar stem to stop her from reaching and bring her back a bit.

She also complained (as women do) that her feet slipped off (forward) and had to have toe clips or cleats. She couldn't cycle well on platform pedals. I couldn't figure out how to fix that issue and think the smaller frame may actually suit her better?

Now with those mods I did to the 487L can see the 461S may actually suit her better as I could put a longer stem in, and she would more on top of the crank.

A smaller frame would be much easier to adjust than a too large one.
Any thoughts???

I'll take any advice, and hold nobody ill if it doesn't work out
