Help please - where can I find the torque settings for the two screws underneath the eccentric bottom bracket that I need to loosen/tighten in order to adjust the chain tension please?

Yes, surely! The eccentric bottom bracket screw torque settings are listed on page 13 of the Thorn Bicycle Owner's Manual, available in PDF form here: http://www.sjscycles.com/thornpdf/ThornBikeOwnerManual2Web.pdf , which states...

Retighten the eccentric screws to 10 – 17 Newton meter (torque) 7.38 to 12.54 foot-pound-force
